Project Summary

MFA provided local and state development permitting for a sustainability-oriented compost facility.  MFA helped Quality Compost, LLC, permit a compost facility in Umatilla County to serve individual and business farm operations, vineyards, and similar agricultural operations.  MFA developed a comprehensive permitting strategy to effectively navigate local and state permitting processes.  As part of that strategy, MFA coordinated with Umatilla County and the Oregon DEQ for the development of a critical path permitting time line that met the client's business interests and needs. Comprehensive permitting documents, including site planning and design documents, land use appeal documents, a conditional use permit application, and a solid waste franchise permit application for Umatilla County, were prepared.  MFA provided strategic representation during public meetings and agency coordination.  MFA represented Quality Compost's project before the Umatilla County Planning Commission, the Umatilla County Solid Waste Advisory Committee, the Umatilla County Solid Waste Committee, the Umatilla County Board of County Commissioners, and the Oregon DEQ during agency meetings, public meetings, and public hearings.
